The COOP Self-Assessment Tool was developed by the Federal Emergency
Management Agency (FEMA) to assist Federal agencies and departments
in assessing their COOP plans against Federal Preparedness Circular-65
(FPC-65), originally published July 26, 1999 and revised June
15, 2004, which directed all Federal departments and agencies
to develop COOP plans.
Although this self assessment tool was developed
for Federal agencies and departments, it is applicable to those
COOP plans being developed by Local Health Departments (LHD's)
and can assist LHD's in assessing components of their COOP plans;
therefore, the Public Health Plan Review Workgroup felt that it
would be worthy of mention and inclusion as another tool to assist
LHD's in their planning efforts.
