STEERING COMMITTEE
The NECO Region 5 Steering Committee is comprised of representatives from Public Health, Hospitals,
and RMRS in the 13-county NECO region. The committee is governed by the Executive Board which includes the Regional Public Health Coordinator, the Regional Hospitals Coordinator, the Regional RMRS Coordinator,
the current Chairperson and previous Chairperson. The committee meets quarterly to discuss regional issues
and share updates. A number of workgroups have been formed under the umbrella of the Steering Committee to encourage collaboration across disciplines and address specific issues of

PUBLIC HEALTH PLANNING COMMITTEE
The Public Health Planning Committee is comprised of health commissioners and other key personnel from the health districts in the 13-county NECO region. The chair of the committee represents Public Health at the quarterly Steering Committee meetings. The group works together to address public health developments and issues in the region and a number of workgroups are in place to address specific regional Public Health planning.

HOSPITALS
The 29 hospitals in the NECO region are represented by the Hospitals Functional Group of the Steering
Committee. The chair of the committee represents Hospitals at the quarterly Steering Committee meetings.
Their functional group focuses on issues related to regional hospital planning. |
RMRS
The RMRS (Regional Metropolitan Response System) group is comprised of representatives from Fire/EMS, Law Enforcement and Emergency Management, and each of the disciplines has their own functional group under the Steering Committee. The primary focus of the RMRS group is collaboration between disciplines to promote regional communication and coordination of all partner agencies/organizations. |

| COMMUNICATIONS |
The mission of the the Communications Workgroup
is to identify existing interoperable communication assets and shortcomings
and develop a regional interoperable communication plan. Goals include:
- Conduct a county-by-county assessment in all disciplines
- Prepare documentation reflecting existing assets and shortcomings
- Develop interoperable communication plan
- Train, practice and exercise communication plan

The mission of the Community Containment Workgroup is coordination of Isolation/Quarantine and community containment policies, procedures and plans. The group is chaired by Dr. James Hubert of the Tuscarawas County Health District. Officer) Workgroup is to establish partnerships before an event to ensure

| MEDICAL RESERVE CORPS (MRC) |
The mission of the the Medical Reserve Corps
Workgroup is to implement and maintain an active Medical Reserve Corps

PUBLIC HEALTH PLANNING WORKGROUPS |
| EDUCATION AND TRAINING |
The mission of the Education and Training Workgroup
is to communicate regional preparedness public health training needs and
opportunities to the NECO region. Goals include:
- Track NIMS training guidelines and communicate to the NECO region.
- Work with other NECO response partners on training needs and coordinate
appropriate trainings in the region.
- Support and coordinate with the work of the NECO Region 5 Exercise
Design Team.
- Meet quarterly with the regional partners.
The group is co-chaired by Bob Hasenyager of the Summit County Health District and Tim

| EPIDEMIOLOGY |
The mission of the Epidemiology Workgroup is
to foster and strengthen the epidemiological response capacity of each
jurisdiction and to improve the health of all the residents in NECO Region
5. Goals include:
- Coordination of communicable disease investigations
- Coordination of infectious disease surveillance programs
- Regional management of events which cross jurisdictional boundaries
- Sharing of local health department resources among the jurisdictions
- Emergency response, including emergency communications, planning occurs
cooperatively and is exercised appropriately for an effective public
health response.
- Information sharing among public health partners, including new ideas,
tools, and programs.

| MASS DISPENSING / SNS |
The mission of the Mass Dispensing Workgroup
is to assure that plans related to mass dispensing are similar across
NECO Region 5 and to identify regional capabilities where resources will
be needed in
order to accomplish the mission of mass prophylaxis or
vaccination during a public health emergency.
The group is co-chaired by Kelly Engelhart of
the Portage County Health District and Gill Solem of the Summit County Health

| PLAN REVIEW |
The mission and purpose of the Plan Review Workgroup is to coordinate the development and integration of Public Health plans among regional partners. The goal is to develop a capability-based, all-hazards, regional incident management Public Health guidance document. The group is chaired by Glen Moore of the Akron Health Department.
